Attorneys and brothers, Timothy M. Warner and William G. Warner founded Warner Law Firm, P.A. in September 2004 as a civil litigation practice. Warner Law Firm provides insurance defense representation to clients throughout Northwest Florida, with a special emphasis on representing governmental entities and agencies in State and Federal courts. Such clients include cities, counties, law enforcement, jails, and correctional facilities.

Over the years, Warner Law Firm has developed and grown in their representation of their clients. In 2019 attorneys Alyssa M. Yarbrough, Eric A. Krebs, and Jennifer Hawkins were welcomed aboard and in 2022 Gavin Handler joined the team.

Warner Law Firm’s focus encompasses various areas of defense practice, including civil rights, land use, automobile liability, labor and employment, education, healthcare, business law, and mediation. Members of the firm participate in many legal, professional, civic, and charitable organizations and associations.

Warner Law Firm is well positioned, both in its level of experience and its location in Panama City, to serve the needs of its clients throughout Northwest Florida.

Timothy M. Warner

Timothy M. Warner is a founding partner of the firm and a Florida Supreme Court Certified Circuit Court Mediator. In addition to founding the firm’s mediation practice, Tim also regularly defends law enforcement agencies, cities, counties, and other public entities in lawsuits involving Constitutional and federal statutory claims brought pursuant to 42 U.S.C. § 1983, Title VII, the ADA, ADEA and FMLA, and state law claims for negligence and intentional torts and statutory claims brought under the Florida Civil Rights Act and Florida Public Whistleblower’s Act.

Tim is a graduate of Southeastern Louisiana University in Hammond, Louisiana, and Loyola Law School, in New Orleans, Louisiana. He has been a member of the Louisiana Bar since 1985 and the Florida Bar since 1987. Tim is admitted to practice law in all Florida courts, the Northern and Middle Districts of Florida and the Eleventh Circuit Court of Appeals.

At the beginning of his legal career, Tim served as an appellate court clerk with the Third Judicial Circuit for the State of Louisiana and then as an Assistant District Attorney for the Orleans Parish District Attorney’s Office in New Orleans. In 1987, Tim moved with his family to Panama City, where he practiced law as a sole practitioner for several years before joining the local firm Burke and Blue, P.A. In 2004, Tim and Bill joined as partners to create the Warner Law Firm, P.A.

Tim is also a permanent Deacon of the Catholic Diocese of Pensacola-Tallahassee and serves in ministry at St. John the Evangelist Catholic Church, Panama City.


William G. Warner

William G. Warner is a founding partner of the firm. He defends Constitutional and federal statutory claims brought pursuant to 42 U.S.C. § 1983, Title VII, the ADA, ADEA and FMLA, state law claims for negligence and intentional torts and statutory claims brought under the Florida Civil Rights Act and Florida Public Whistleblower’s Act. He also defends Land Use claims, including federal and state takings and the Bert J. Harris Private Property Rights Protection Act.

He was admitted to practice law in all Florida courts in 1982. He is also admitted to practice before the United States District Courts for the Northern and Middle Districts of Florida, the Eleventh Circuit Court of Appeals, and the United States Supreme Court.

In 1977, Bill graduated from The University of Southern Mississippi with a Bachelor of Science degree in Criminal Justice and minors in Political Science and Sociology. While in college, he was a four-year letterman on the USM Football team. He graduated from the Cumberland School of Law, at Samford University in 1982.

Before entering private practice in 1985, he served for three years as an Assistant State Attorney for the Fourteenth Judicial Circuit of Florida. Prior to attending law school, he served as a Deputy Sheriff with the Jefferson Parish Sheriff’s Office in Louisiana and as a Police Officer with the Hattiesburg Police Department, in Hattiesburg, Mississippi.

Alyssa M. Yarbrough

Alyssa M. Yarbrough is an attorney who represents local governments and law enforcement agencies in defense of civil rights claims brought under state and federal law, automobile liability claims, wrongful death claims, medical malpractice claims, and other general and personal liability matters.

In 2009, Alyssa graduated with a Bachelor of Arts degree in Political Science with minors in Psychology and Political Philosophy from Florida State University. She graduated from Florida Coastal School of Law in 2012. Prior to joining Warner Law Firm, P.A., Alyssa was an attorney at the Department of Children and Families in Lee County, Florida and an Assistant State Attorney for the Fourteenth Judicial Circuit in Bay County, Florida, where she gained significant trial experience.

She is admitted to practice law in all Florida courts and the United States District Court for the Northern District of Florida. Alyssa is a member of the Bay County Bar Association. She also volunteers with Vecina, a pro-bono organization providing legal representation to individuals navigating the immigration process.

Jennifer A.J. Hawkins

Jennifer A.J. Hawkins is an attorney with the firm whose practice focuses on representation of law enforcement agencies in lawsuits involving Constitutional and federal statutory claims brought pursuant to 42 U.S.C. § 1983, Title VII, the ADA, and other civil rights claims, and claims brought pursuant to Florida law for negligence and intentional torts, including automobile liability claims and wrongful death claims, and statutory claims brought under the Florida Civil Rights Act.

Jennifer earned her Bachelor’s and Master’s degrees in Criminal Justice from the University of Central Florida. Thereafter, she graduated from the Florida State University School of Law in 2005. Upon passing the Florida Bar, Jennifer was an attorney with the United States Air Force, practicing as a JAG, and stationed in Colorado Springs, Colorado. There she met her husband, and in 2008 they moved to Panama City. That year, she began working as a prosecuting attorney with the State Attorney’s Office for the Fourteenth Judicial Circuit of Florida. Working in the Panama City office, Jennifer prosecuted thousands of misdemeanor and felony crimes and acted as a division chief, supervising other prosecuting attorneys in their practice. After gaining significant jury trial experience, Jennifer joined the Warner Law Firm, P.A. in 2018 as a litigation and trial attorney.

Jennifer is admitted to practice law in all Florida courts, the United States District Court for the Northern District of Florida, the Eleventh Circuit Court of Appeals, and the United States Court of Appeals for the Armed Forces.

Eric A. Krebs

Eric A. Krebs is a Florida Supreme Court Certified Circuit Court Mediator representing local governments, including Counties, Municipalities, and Sheriff’s Offices in defense of civil rights claims pursuant to 42 U.S.C. § 1983 against law enforcement and corrections, automobile liability, wrongful death, employment law and retaliation claims brought under Title VII, the ADA, ADEA and FMLA, Florida Civil Rights Act, Florida Public Whistleblower’s Act, including representation of claims brought before the Equal Employment Opportunity Commission (“EEOC”) and the Florida Commission on Human Rights (“FCHR”), land use, including eminent domain, inverse condemnation, and Bert J. Harris Act claims, and other general and personal liability matters. Eric’s practice also includes appellate work before the First District Court of Appeals and the Eleventh Circuit Court of Appeals. Eric represents property management companies in areas of Landlord/Tenant, including issues related to HUD housing and Chapter 83, Florida statutes.

Eric is admitted to practice law in all Florida and Texas courts, the United States District Court for the Northern, Middle, and Southern Districts of Florida, and the Northern and Eastern Districts of Texas, and the Eleventh Circuit Court of Appeals. Prior to joining the firm, Eric practiced in various areas of law including Civil Litigation, Real Estate, Contracts and Collections, Construction Law, Landlord/Tenant, Business Law, Probate and Estates, Intellectual Property, and Criminal Defense. His diverse practice prior to joining Warner Law makes him well suited to handle the multitude of legal issues that are encountered while representing local governments.

Eric graduated with a Bachelor of Music Education degree with a minor in Social Studies from University of Southern Mississippi in 1998 and a Master of Music degree from the University of North Texas in 2001. Eric graduated from Texas A&M School of Law in 2006.

Eric is an adjunct professor of music at Gulf Coast State College and the principal percussionist for the Panama City Symphony Orchestra. Eric is on the board of directors for the Kiwanis Club of Panama City as Secretary and is a member of the board of directors for the Panama City Symphony Orchestra. Eric has been a featured speaker for the Florida Association of Counties Trust in seminars involving employment and land use issues. Eric is married to his beautiful wife Laurie with whom he helps take care of their baby Molly, an 11-pound scruffy mutt.

Gavin Handler

Gavin Handler is an attorney with the firm whose practice focuses on representation of local government and law enforcement agencies in defense of civil rights claims pursuant to 42 U.S.C. § 1983 against law enforcement and correction, employment law and retaliation claims brought under Title VII, the ADA, ADEA and FMLA, Florida Civil Rights Act, Florida Public Whistleblower’s Act, including representation of claims brought before the Equal Employment Opportunity Commission ("EEOC") and the Florida Commission on Human Rights ("FCHR"), and other general and personal liability matters.

In 2019, Gavin graduated from the University of Tennessee with a Bachelor of Arts degree in Political Science. He went on to graduate from the University of Mississippi School of Law in 2022. Upon graduating from law school, Gavin moved to Panama City to join the firm. After passing the Florida Bar, Gavin began as a full-time attorney with the firm.

Gavin is admitted to practice law in all Florida courts, as well as the United States District Court for the Northern and Middle District of Florida, and the Eleventh Circuit Court of Appeals.
